Applying for Disabled/Medical Parking

Those students, faculty, or staff members who believe they qualify for either a temporary or permanent disabled parking permit must do the following:

  1. Complete the Application for Review of Special Parking Considerations. (Please click this link to obtain a printable copy of the application).

  2. Have your physician complete the information on the second page of the form and return it to:

  3. Health Services will then review the medical need with your physician, and make a recommendation to Parking and Transit Services.

  4. Health Services will contact you and Parking & Transit Services with their recommendation.

  5. Parking & Transit Services will assign parking based upon space availability and your medical need. The permit can be picked up at the Parking and Transit Services Office, 621 Skytop Road, Syracuse, NY 13244. Phone (315) 443 - 4652, Fax (315) 443 - 9227.

Disabled Parking Policy

Increasing numbers of faculty, staff, and students request disabled parking on the University campus. To efficiently and effectively respond to these requests, Parking Services identified the number of spaces in its parking lots to insure compliance with applicable legal standards. The number of disabled spaces provided by the University is greater than those required by these standards, but the number of requests for disabled parking exceed the available spaces.

In conjunction with representatives from Health Services, Student Affairs, and the Parking and Transit Services department, a policy was developed. That policy was reviewed and approved by the Chancellor's Parking Advisory Committee, a group of faculty, staff, and students appointed by the Chancellor. Also in place is a committee that reviews individuals' needs and discusses best possible options available to accommodate the need.

The ADA/505/504 legislation requires employers to provide reasonable accommodations for those with disabilities; as such, Syracuse University has developed a Quad Shuttle service which more than meets the ADA requirement. All those with disabled plates or placards applying for parking permits will be assigned to the Quad Shuttle service or issued a disabled parking permit for their home lot. Exceptions must be supported by medical documentation which clearly indicates that the individual cannot physically access the Quad Shuttle van.

The University's shuttle system provides two options: the Quad Shuttle and the Manley Shuttle.

  • The Quad Shuttle is designed to accommodate persons with disabilities. The shuttle is wheelchair and mobility impaired accessible, and its stops have been established so that the riders are able to board and depart the shuttle from locations near main campus buildings. The person using the shuttle is asked to park in the Fine parking lot, which is located off of Henry Street between East Raynor and Standart Streets in the Dome West sector of campus. The shuttle service operates between 6:30 a.m. and 6:30 p.m. on weekdays and runs from the parking lot every twenty minutes during the day, with the exception of the time periods 8:00 a.m. to 10:00 a.m. and 3:30 p.m. to 5:30 p.m. when runs are scheduled every ten minutes. During breaks, weekends, and evenings, the disabled student, faculty, or staff members may park in any of the campus lots designated on the back of their Fine parking lot medical permit.
  • The Manley shuttle operates throughout the year as part of the University's shuttle bus program. Disabled parking spaces are provided near the bus stop at Manley Field House. Buses pick up passengers at Manley and deliver them to College Place. The service operates throughout the year, with schedules varying with the academic calendar.
Those disabled students, faculty, or staff members who believe they qualify for a disabled parking permit must complete an Application for Review of Special Parking Consideration. The application can be obtained through Health Services or Parking and Transit Services, or you may print out a copy by clicking on the link high - lighted in blue. This must be completed by a physician and returned to Health Services for review. Health Services makes the determination, based on the physician's comments, of whether a person qualifies for the Quad Shuttle or for a disabled parking permit in their home parking lot.
